Both codes fire on the same condition - a date format with a two-digit year (*MDY, *DMY, *YMD, *JUL), which can only represent 1940 - 2039 - on CTL-OPT DATFMT or on any date field or subfield. Which code you get depends on the DATEYY setting.

TRN0203 DATFMT({fmt}) … is not allowed due to DATEYY(*NOALLOW) CTL-OPT DATEYY(*NOALLOW) is in effect and a two-digit-year format is used. Switch to a four-digit-year format, or relax DATEYY.
